Why a '65'?

Just recieved a submission of coins from PCGS.
In the lot there were 2 1994 proof SAE's......1 came back PR69DCAM.
The other, pictured here, PR65DCAM!
Can't figure out why. Looked at the coin over & over.
The link on the obv is in the slab, but not on the coin (there is a reflection of it on the field)!
Can anyone see why this would be a 65?
