ID this Chinese coin/token

This is a whopper...about 47mm in diameter and 2 mm thick. I showed it to sumnom and he felt that it might be a token. Any other help would be appreciated.

    The top character in the top image is too mangled for me to read.

    The legend in the bottom image says something like, "the four directions enact the law" which would mean that the whole world is behaving in an orderly fashion and things are at peace but I am not sure that my translation is correct. It's my educated guestimate.

    Well, you could tell me that it warns people not to go to Cincinnatti and I'd have to take your word for it.

    That might account for the relatively light Chinese population in that great city.
