In the Jefferson Nickel, Full Step, Registry, why is PCGS including those nickels without Monticello on the reverse?

Does this make sense? I think not!

    The Full Step registry just gives a bonus for the full steps, but does not require Full Step coins (else we could only have one set in the 38-64 group and no other sets)

    The coins from '04 are still "Jefferson Nickels" with the same obverse, and are treated similar to the 1943 Lincoln Cents in regard to the Red ratings.

    I would agree with the '05s, and perhaps that will change when the '06s come out.
