Chinese Charm - Any info? UPDATED IMAGES

A friend is looking for info on this charm.

The top images reads "Allied Victory" and the bottom image, which needs to be rotated 90 degrees to the right reads "Chang" as in Chang Kaishek (I think).

Does anyone know anything about this? It must be WWII vintage, yes?
