SET REGISTRY SPECIAL grading

Am I correct to assume that if I have star cards to submit now with value of $500 or less the best option for pre-1972 cards is this special they are running? It appears to me that other options are more expensive and would take longer as well, even though I am not registered for most sets these cards would be associated with.
