Understanding Canadian grading

I've looked at quite a few Canadian coins in different third party grading service holders. I've been told that ICCS is the best at grading Canadian, but I have a few questions. It seems that there are many lower to mid grade Canadian coins in ICCS holders that look to have been dipped. I don't see any notations on the card, so am wondering if this is noted by the service and rolled into a net grade for the coin. If not, is this acceptable in Canadian coin collecting? Most of these cleaned coins would not make it into other TPS holders because of being cleaned, even if not harshly. Any thoughts?

I've been told that ICCS is the best at grading Canadian.
There are some significant differences between ICCS and PCGS/NGC grading. The most important is that ICCS provides a technical grade, and does not use eye appeal. PCGS/NGC take eye appeal into account. Thus, a nice looking coin may get a higher grade at PCGS/NGC, while an negative eye appeal coin can get a higher grade at ICCS.
Most of these cleaned coins would not make it into other TPS holders because of being cleaned
ICCS does slab cleaned coins, and notes this on the holder. From what I've seen, ICCS tends to be tougher on cleaning. A dip or two seems to accepted by ICCS, PCGS, and NGC.
