Follow up on grading new series

Thanks for your response, David. But, I am still a bit confused. Suppose I'm a PCGS grader in 1919 and someone submits a 1919-P Lincoln that has a ton of beard detail, along with everything else (Assume I've never seen a Lincoln cent before, i.e. it's a new series.) Assume I grade it MS69 because it deserves it, according to the PCGS criteria and my eye.
Next week, Stewart submits his 1919-P and it is far superior to the 69 I graded last week. How was I to know that the first one was not really a 69 when it was the first one ever graded (again assuming the '19 was a new series.)
In other words, don't I have to know the complete details of the die before I can judge the strike?

Hi Mike,
I believe you are technically right. However, whenever a new series comes out, we are usually flooded with coins, so we see a lot of coins quickly. I can't think of a time that we "pulled the trigger" too soon.
