Mint Set Question

I'm wondering why on the PCGS price guide they have Mint Sets listed back to 1947 and in PCGS Registry Sets they have them going back to the 19th Century? Was there some sort of change in the Mint Sets in 1947? What am I missing here...

    1947 was the first year the mint issued mint sets.

    Anyone can put together a mint set or a proof set. In 1947 the U.S. mint started making mint sets. Generally when folks talk about a mint set from 1947 to the present, they are talking a U.S. mint mint set. I am putting together a mint set from 1861. Not all coins will be uncircuated, but there will be a coin from each mint and each denomination from 1861.
