eBay bidding question

I have read a bunch of threads, mainly on the liteside forum, where people complain that they get high bidders outside the US when they state in the auction they only ship to the US.

I tried to place a bid on a GB proof set auction that had

and eBay wouldn't accept my bid. Is this something new?

    you can set up your preferences "not to accept" bidders outside your approved area. Don't you read the instructions???? image

    I've only run into that once or twice. Most of the sellers over there have treated me very well though.
