eBay bidding question

I have read a bunch of threads, mainly on the liteside forum, where people complain that they get high bidders outside the US when they state in the auction they only ship to the US.

I tried to place a bid on a GB proof set auction that had

and eBay wouldn't accept my bid. Is this something new?
