Interesting question as I try to build the finest collection of $100 Plat Eagles that I can.
IMHO:
The early series Plats from 1997 to 2003(I'll call them reverse proof strikes)mark easily and although not "circulated" in the common sense of the term, are handled (actually more than one might suppose).
To find a 2000 (mintage about 10,000 coins) in MS70 might take some time.
There probably are not many, if any sealed mint boxes left from 2000, where your best chances would be. The bank depositories are hard to crack and most of those coins have been handled with little regard for condition.
So my response is:
Enough of a difference for me to seek one, and enough of a difference for someone to make a nice profit....if that someone stumbles across one.
Obviously, "Condition Rarities" in modern bullion are not for everyone.
