Jefferson experts - does this look like the reverse of '38?

This is a Heritage auction for a PCGS 1939 5C MS66FS with reverse of '38, but is this correct? The PCGS holder does not specify and it looks like the '40 reverse to me.

In fact, a lot of the previous PCGS coins referenced by Heritage don't look correct to me either. Does PCGS specify reverse of '38 on any holders?

Jefferson nickels. The ones witout the designation could either be
one or the other, but they all show up as reverse of 1938 in the
PCGS database.

Purple73, I'll try to describe the difference, but pictures could tell the story much better. Steps of 1938 are wavy and not well defined, while steps of 1940 are straight, bold, and well-defined.

The "reverse of '39" is actually either a '38 or a '40, if that makes sense!
