Question about mailing to Canada

Quick ethics question - an ebayer purchased $80 worth of coins from me, but asked that I only declare it as worth $20. Should I do it? How closely do the Canadians look at these things? This was never agreed upon before hand, and I don't feel comfortable not declaring the full value. Do they rip these things open and look? Seems like the Canadian buyer should have factored this in when purchasing, but I'm also not looking for negative feedback.

Thanks!!

He's trying to dodge his tax payment. Everything brought into the country has to be claimed. Ontario would charge 15% to him.

I live on the US/CANADA border and sold a car once to a guy from Ontario. He asked me to write 2 receipts. One for $4,000 to show the bank and one for $2,000 to show the border. He got caught and I got pulled over the next time I crossed the border (many days later). They tried to give me some hassle but I told them I wasn't the one dodging taxes, I thought he was going to lie to his wife not the customs image
