submission levels...............important????

I've been wondering about this for quite a while. For example; you have a 1962 Lincoln cent that is MS67 quality. MS66's sell for much less than the $300 economy service cut-off while 67's sell for much more. Would the coin have a better opportunity to make 67 via the regular service over economy?

The service level makes no difference as to what grade the coin deserves. What may matter is are you a major PCGS dealer or someone who submits 1000's of coins, thats the question.
