I regularly see more world coins in NGC/ANACS slabs then in PCGS slabs. Don't know if that makes them better or faster but that's what I see.

I think the reason you see more NGC/ANACS slabs than PCGS is totally due to cost and turnaround time.
What do you mean by 'best'? You have to realize world coins cover a much larger area than US coins. Some services are more consistant for certain countries than other services. There is no 'best' IMO. I myself prefer coins in NGC or ANACS holders.

For copper, either NGC or ANACS. PCGS seems to be way too easy on the foreign copper (as a direct opposite for thier grades on domestic copper).
Although, if you ask most of the foreign dealers, none of the companies (except for ICCS and Canadian coins) grade the foreign stuff worth a hoot.

Swiss Federal & Shooters? PCGS - no contest. NGC is loose by a point to 1-1/2 points on most Swiss and they are not overly consistent.
England/UK milled? NGC puts a lot of material in MS slabs which IS NOT uncirculated, especially gold. BEWARE. Know what wear looks like on gold, and remember.......
There is no right answer... beware that the coin is more important than the plastic it is residing in. Go to shows and look at coins in holders and you will develop a sense of what works and what does not.

All of the three bigs do a reasonable job with 19th/early 20th century British milled copper, bronze and silver. There have been foulups by all along the way.
I've used ANACS for almost everything over the years and been satisfied with the results. From my experience with PCGS so far they seem to grade a bit easier than ANACS and out of 6 ANACS to PCGS cross-overs all my ANACS have gained 1 to 2 points consistently.
The problem I have with PCGS at this time is cost and time delay. That is offset by the better "resale" value, unfortunately or fortunately (depending on viewpoint) ANACS never commercialized themselves like PCGS did and so when selling PCGS often gets a better price.
I have tried PCI and find they are a bit variable on their grading while their resale value on the auction market seems to be almost the same as ANACS.
I have never used NGC.
