proof set question

I don't see many many proof sets, flat packs or acrilic holders, BUT...
All the acrilic type proof sets I have seen have at least a little cameo appearance. maybe not deep cameo but some.

And every flat pack 1960s and pre 1960s I've seen has kind of a special mint set apperance. Extra shine, nice mirror backround. but no cameo.

Is it just the best ones have been found? They are getting prety old.
