1999 Proof Set - 10 Coin with SBA !? First time I've seen this. Legit?

I saw this on eBay today. 1999 Proof Clad Set that includes the Proof SBA. Ended without meeting reserve. I didn't bid but I found it interesting.
Is this legit? It sure looks it. If so, does anybody know how many sets like this exist?

Also, I would be very cautious of someone doing that as there is no telling if they are substituting in lower coins and keeping the good ones.
You are likely to get f'ed up coins.
You should catch him on another one of these and ask him a question about the set...
"Were you the original buyer?"
"Do you deal with coins much?"
"Have you bought from the US Mint before?"
"Do you like trying to be underhanded and scam people????"

Tricky. (aren't they all...) I wonder if the case has cracks or any signs of tampering. It doesn't seem like they would come apart clean but I've never tried.
If I see that again we will have to get the questioning started! A good 'ol fashion forum flaming auction ender. Of course it's still possible that the seller bought it this way not knowing it's a fake and is now selling it without doing the research, but the pessimist in me says probably not.

They take the cards that are left over from the 2000 Proof sets, after removing the coins for grading, etc. and insert the 1999 coins plus the SBA. It's fairly easy to do, but not very ethical.

These covers easily come apart. They are not sealed in any way. Take it apart, switch coins, put back together and sell as original mint sealed set. Happens all the time.

If someone wants to pay for the crackout work it took to put this set together, good for them.

Agreed. Seller should have taken the money.
The "crackout" of US Proof sets is as simple as nudging the seam with a knife and prying it appart. I do it every year to breakout my proof state quarter and my Lincoln proof coin collections. NO BIG DEAL. Steve
