Ebay 2nd Chance Offer scam warning

I think I read about this scam a while back on the boards but it still is active and some still fall for it. Here's how it works....
You bid on a high end item and lose. A few days later you get a second chance offer from the supposed seller but it really is a scammer.
The scam has gotten more sophisticated as scammers have hijacked legitimate accounts to run the scam.
My brother in law almost fell for it but called me the 'ebay expert' and I told him to contact the original seller via the ebay system not the email provided. Sure enough the original seller had no clue.
What was interesting is the scammer used an ebay account with 67 feedbacks dating back to 2000 but inactive for nearly 18 months. How did they hack that account? Inside job?
