I voted MS62 in light of the obverse ticks. The coin has nice lustre and the reverse is attractive, but it is a small coin and the small ticks seem alittle overwhelming for a coin this size. I am willing to concede that the photo and it size may enhance the ticks and marks and in reality, they may not be as pronounced as in the picture.

NCG MS61 for the same reasons as others have stated....... because of the chatter.
But hey who knows? We see coins one way and the Demi-gods of grading see it another I am of the opinion anymore when it comes to grading that what we think is bad the big wigs say is good and what we think is good the big-wigs say it's bad
Frankly, I gave it a MS60 ... perhaps I grade more conservatively than PCGS. While the underlying coin is very nice and I could see it getting 64 without all that chatter, somehow letting the chickens peck feed off it that much doesn't let me feel too good about allowing it anything above 62.

Actual slab grade: PCGS MS64.
Unless the image picked up some artifact (and that has happened to me on occasion), I would say it's a bit overgraded.
