What regular issue 20th century coin has the lowest top grade?

Noticed that there are some Buffalo nickels for which MS65 is the highest graded (26-S, 27-S). Is there any 20th century regular-issue coin for which the highest graded coin is only a 64 or less?
New collectors, please educate yourself before spending money on coins; there are people who believe that using numismatic knowledge to rip the naïve is what this hobby is all about.

Nickels 26-s,27-s and surprise surprise...1958 and 1962-d!
I believe that is it!
By the way, if anyone gets a 58 or 62-d nickel in ms66 I'll pay at least $1000 for it (pending the coin being accurately graded with nice luster and strike of course).
Edited to say my list doesn't count gold, for which I know nothing about.

I am amazed that, with all the roll collecting going on at the time, that 58 and 62-d Jeffs in 6 are worth that kind of dough.
