1971 Bazooka Numbered Panels

I was reading post on this posting board about 1971 Bazooka Numbered Panels-they are extremely rare and they do exist. The backs are on a white paper stock not like the regular gray stock that is used in many (all?????? bazooka) issues. I feel they were used as a test proof- It is very strange that the numbered cards are found commonly as singles and full panels are seldom seen-did they cut them all up before they left the factory? It's a mistery. I do agree that the Numbered issues where not produced in full box form.I have never seen a full numbered box. Any thoughts???????
