An 83CC $ with a little rainbow

I've got this piece in my oh-so-modest collection (NGC MS-61), and was wondering if the bit of rainbow toning on the reverse makes it any more "desirable" than just the regular "blue sheet price", and about how much....

Forget about bluesheet on this one. With the nice toning on the reverse, I would estimate this coin at about $200.

Nope. It has very heavy marks on the lower cheek, and also in the field below the chin, both prime focal areas.
I took it to a local show recently, and dealers there were offering between $100 and $150. Most didn't even bother to look at the reverse, and those that did said things like "my customers like white coins"

Of course. And if you had shown them a white coin, the respond probably might have been, "my customers are looking for toned coins."
It probably would not add a very significant commercial amount to the value of the coin, but it would be an eye-catcher that may get someone's attention and perhaps encourage them to purchase the coin.
