Here's the 1890-CC which I have just successfully crossed from a PCI (Green Label) MS-62 PL into a PCGS MS-62 holder. I personally feel that the coin is at least MS-63 with a shot at PL...

I agree. It looks like a 63 as far as marks go, but it doesn't look PL to me, esp the obverse.
What's going on behind Liberty's cap on the obverse?
The coin looks much better in hand than in the photo. The streakiness that you referred to behind Liberty's cap is a bit of light streaky toning that is not as noticeable looking at the coin in person than as depicted in the photo.
The coin qualifies as Semi-PL by my definition, and may fall just slightly short of the reflectivity required to meet the current PCGS PL designation.

We all know you have a excellent eye for Morgans!!. My experience has been that even 10 digit green pci holders do not cross as PL with PCGS. PCGS has a higher standard than even the conservative PCI days. Keep on posting! Us Morgan newbies appreciate your informative posts! Chris
