I think CU only allows you to upload icons once a month - usually on the 15th. I think they have to be smaller than 100x100 pixels and less than 10KB. Once you have such an image stored on your drive, you can upload it at the designated times via the "profile" tab that you see near the top of most message board pages.

It probably keeps the number of uploaded images to a manageable size on the CU servers. If everyone had carte blanche access to upload new icons anytime, the storage space required would be 30-fold.
I would guess the amount of space it takes to hold them all.. If they let people do it whenever can you imagine how many there will be to choose from when you do the 'view all' dealy. It takes forever to load all the little pic's as it is.
