1948 Bowman's listed over Leaf in Post-War HOF set?

Just curious, why are the Kiner, Rizzuto and Musial Leaf rookie cards listed in this set rather than their rarer, more valuable Leaf counterparts? Doesn't really make much of a difference to me, I'm just curious. I'm thinking it could possibly be because the Leafs are classified as 48-49. If that is the case though, then why are those Leaf cards still listed as rookies in SMR? Someone wanna school me : )
