Type in "GSA" in the search box and a bunch of threads will appear that might answer your questions with a little reading..
Also here's a little reading for ya from another forum member GSAGuyGsa info..

The only other way that i know is to watch the auctions on Ebay. Type in GSA soft pack and start keeping track....I have seen these go for different amounts in the same year depending on the grade of the coin. Somewhere there's a list of the soft pack years, but I don't know which thread has it.
Good Luck and maybe someone else will pipe in...

The soft packs were advertised as circulated; however there are many uncirculated dates/mints in the soft flat packs. Some of the uncirculated dates/mints being high grade -- a lot of MS64, a few MS65, even some that might be MS66. The soft flat packs have all grades -- from About Good to MS65/66. The soft flat packs have all mints P-O-S-CC-D. The soft packs have Morgans, Peace, and Liberty Seated. Supposedly six Liberty Seated were in soft flat packs--an 1864 is pictured somewhere in one of these USCoin Forum threads. It is owned by Bryan Sonnier. Two 1859-O, two 1860-O, and 1871-P are reported to have been in soft flat packs but were broken out.
There are currently 28 known non-CC GSA hard plastic. The hard plastic are more popular than the soft flat pack. Half of them are easy to relatively easy to find and the other half are difficult to very difficult to find.
Right now-- Fri Feb 25 there are over 40 non-CC GSA dollars for auction on ebay; most are to be auctioned Sunday Feb 27 but they go all the way to Sat 3/5. There is a good mixture of hard pack and soft flat pack GSA. This is unusual that there are that many non-CC GSA -- usually there would be around 10-15 -- over 40 is quite a few.
An 85-P hard pack brought over $500. There were a couple of nice toned flat pack (86-P and 83-O) that brought over $200 each. A very scarce 95-O flat pack in F-VF brought over $1000.
