No mention of a qualifier, and the picture is shot at such an angle that you can barely make it out. There ought to be a law.

in the beginning of his description and you can clearly see it in the scan. I see this a lot with the exclusion of qualifiers in the title. It's kinda spamming I guess to get you to look. It's still deceptive and pisses you off once the page opens up. Honestly, if the PD was on the title, would you continue to click it open and read? Probably not unless you wanted it with a PD.
You asked:
"It looks like a PSA qualifier is on the label but the picture is to small to make it out. Could you tell me if there is a qualifier and what it is?"
Answer:
psa 9 (pd) but card is perfect thank you

The angle shot is fairly common for folks without a scanner. I generally don't hold that against them unless there's something really odd. From experience, it's very difficult to take a direct shot with a digital camera without having a lot of glare coming right back at you.

Nice shades man.
If I bid on and win this auction, is he not obligated to send me a PSA 10 card, as advertised in his auction, regardless of the picture.

I bid on an auction that had 2 cards in the picture only to later realize I would only be receiving 1 of them.
What if I listed an auction that simply said Reggie Jackson card and displayed a PSA 10 Reggie Jackson? But then I sent a raw Reggie?
Selling and Buying on eBay is becoming a big blur.

It looks like he has some nice stuff on the surface of things, but it is not right to not pay grading fees and then use the PSA name to sell his items.
