What causes this? 1944 Walker reverse - blue haze

I'm going to *dump* this NGC MS65 1944 walker on eBay later tonight and I would like to somewhat give an accurate description of this picture. The picture reeks... you don't have to tell me. This is the walker that PCGS *DNC'd*... well, duh! What causes carbon spots and the blue hazing above it?
