Also can anyone tell me if this qualifies as an 1879s reverse of 1878??
If it does or does not, what should I look for in a 1879s reverse of 1878? And how are the 2 coins different?

64PL looks like a good guess to me too.

Reverse of 79

78's have a "parallel" feather on the arrow and the 79's have an angled feather.
Look at the top feather on the arrows
