This is a half chon coin. Someone chisled away most of the strokes of the "half" character on the reverse so as to make it look like a "one." It's clear even from the less than ideal images that this is the case.

I think he said, "A sucker is born every 60,000 milliseconds."

It's amazing how much of a gap above the one the engraver of the reverse die left on that piece.
