Boxes not as described- What would you do??

I had to send this email to an online dealer following some product I just bought. I left out a few sentences because I don't want to name the dealer as of yet:

"Hi ---------,
I received this shipment today, and I couldn't have been more disappointed. Here is an accurte description of each item:

88 Fleer box- I don't remember your exact description, but I do recall you stating that they were very clean, and the pic you had up backed that description up. The box I received was scotch taped closed, has multiple creases on the top (the box was opened and the packs displayed), has very bad corner wear, and the packs have wear as well. I was willing to let this go if the cards coming out were clean, but that is not the case as after four packs from differnet spots, it was clear they had corner wear. I did not open any other packs. The box I received looked nowhere near as clean as the one you had pictured.

89 Score FB set- Price tag scratched off badly, moderate corner wear. Again, nowhere near as clean as the one in the pic. When I opened the set, the box was very loose and opened easily, a sign that it has been opened before. In fact, the right side of the box nearly came apart as I opened the box. While most of the cards came out clean except the first few and last few, the Barry Sanders has 3 bad corners, a hit on the left side, and a printline running through the middle. It looks nothing like the cards that were near it in the box, and it's clear that it has been switched in, and the original taken out. While I realize that nowhere in the description does it say that the box has never been opened, if it is clear that it has been opened, I think you should scan the cards so the buyer can see what he's getting, as you, or whoever opened the box already does. It just seems shady to sell factory sets that have been opened and not scan the cards.

It's disappointing that you would send something out that clearly doesn't fit the description, and I'm curious to hear how you would like to rectify the situation.

Lee"

Do you think this is a correct course of action. If not, how would you react?
