Tarnished is generally given to be an unatractive discolorization. The reason people use to have to clean their real silver ware.
Toned is understood to be a colorization amounting to the colors one sees when the spectrum is broken down by a prism. You know, ROY G. BIV was the way we were taught in grade school.
One just looks dirty, the other can be strikingly attractive. Compare a rainbow to a dingy gray cloud and you get the concept of what I am saying.
You don't need to explain the chemical properties and so forth, I am going by what the eye perceives and the human mind finds pleasing.

"ought to be all right after you dip it." If you dipped that coin the surface would turn a paste white color due to the depth of toning.
With the lack of luster on that coin, it belongs in a MS64 slab.

I agree with the commenter who said that dipping the coin could make it less attractive, because the "original" toning is so deep. Also, if that toning is not original, dipping the coin could result in a really unpleasant surprise.
Because it's a type coin, you should be able to obtain a price upon sale comensurate with a white coin. If not, only then would I consider dipping, and then only by having PCGS do it and return the coin to an MS65 holder.
In short, I think the coin is fine as is, it's different, it's not unattractive, and you should be able to sell it when ready for a fair price.
