Here is a link that shows a 1996 Puffin stamp. Didn't find anything for 1999 though.

Don't you mean the 1996 Puffin stamp that Laceupboots pointed out? Below is a link to the Birds of Canada stamps with the 1996 Atlantic Puffin.

There were no Puffins in the 1999 issue that I am aware of; a Northern Goshawk, American Goldfinch, Red-winged Blackbird and a Sandhill Crane.
