Ever seen a Bigelow proof set holder before?

I picked this up at the Lansing (MI) show yesterday - I have never seen this type of holder before. The paper wrapper is a greenish color (didn't come out in the photo) with the black insert inside. The insert has two mylar slides to protect the coins from contact with the outside environment. But as you can see, the silver coins have have taken on a nice blue toning - presumably from the cardboard they reside in. I have seen this pattern of toning before, but didn't know where it came from.

Does anyone know when these were available? I am trying to figure out how long this 1954 set has been in the holder.
