I think the offical policy is that non-members can't submit but in practice they are allowed to but can't access any of the member specials.

I told him to submit the cards with my order but he is very stubborn and wanted to submit his own order. I told him that it was stupid - because he and I could split the return shipping fee. We've been friends for over 25 years and I've given up trying to argue w/ him over seemingly illogical decisions such as this.
The PSA rep didn't mind submitting his cards under my member number. She probably figured it's the same as him submitting his cards on my order.

I couldn't agree w/ you more. However, I have shared bulk submissions w/ other board members and it has worked out nicely.
