Tarnished PGGS?

Recently purchased a 2000-S PCGS PR69DCAM SAC $1 that appears to be tarnished. When a coin is sealed in a PCGS holder, is it effectively removed from the environment (air tight, water tight, etc). If it is, how did this coin get tarnished and who is libel, seller or PCGS? I'm a novice collector with 50 other SAC and SBA PCGS inserts, none of with are tarnished.

    First, you have to understand that slabs are NOT air or water tight. If the coloring changes the grade, PCGS will take care of it, and either lower the grade and give you the difference in cash, or replace the coin. Since it's such a new and inexpensive coin, try to get a refund--it's not worth the shipping to and from PCGS.
