This is not new. Look at Gaylord Perry, Whitey Ford, John McGraw, Leo Durocher, Babe Ruth, etc.

John McGraw was a member of the historic 94 Orioles with Jennings, Keeler, et al. They would break every rule in the book while playing. McGraw's favorite was grabbing the belt of players rounding third base. One time he reputedly was left holding a belt as an opposing runner had undone it prior.

Whitey filed down his wedding band and used to slice the ball up pretty.
I'm not defending the juicers, but baseball has a long history of cheaters who are looked upon with reverence. It ain't cheating until you get caught. Perry made a whole cult following out of it!
