Grade guarantee....do you have to be a member in order to send in under grade guarantee?

I have a Kennedy that is "toned" splotchy on the reverse. Like something was dripped on it...not normal toning that i have seen.
It is PCGS slabbed PR69DCAM.

Over $200 coin. When I got it, I was quite busy and was stupid and didn't look at it closely. I didn't notice the problem until after the seller's return period.
Since I am a person of integrity, I just owned up to the mistake I made rather than whine about it.

But, now I am thinking there is no way that PCGS would PR69DCAM this puppy now. Yes, it is a DCAM. No, I don't think it is PR69 like that. I think it turned after the holder.

So, do I have to be a Collector's Club member in order to try to avail of the grade guarantee?
Recommendations on steps to proceed on this?

I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment

    I would think that you could just download a submission form and send the coin in with the proper fees and return postage. Since PCGS has no way of knowing who will be the eventual owner of a slabbed coin, it stands to reason that the guarantee will apply to whomever owns the coin at any given time.

    I was thinking that way as well but not sure...figured I would ask since there are those that have submitted under the grade guarantee and may know for certain.
