Unusual Mickey Mantle card? Can you identify??

Has anyone ever seen this before? It is a normal size card but seems to be made out of some type of ceramic. There is a number on the back, 18802.

It's made by R&N China, called the Keeper series I think. I have an old standard catalog, and I didn't see that one listed. BV in my (2000) edition for all the others is $30 apiece.
