You're right about the Union Jack, it annoyed me too, it looks like a counterstamp . Regarding the condition, it looks pretty close to what it was like when it was minted. Except for the colour, which I guess was red.

I've always thought that, too. While it's kinda neat, it throws off the symmetry of the design.
