Should a proof need to be labeled with such a designation? A proof should be fully struck, shouldn't it?

I don't know much about Jefferson Nickels, but perhaps early proof Jeffersons were commonly weak struck and

the designation therefore necessary.

I don't think it is needed for Proof Jeffs. While some are not perfectly struck most of them have full steps.
