Struck Through Cloth... or caked in glue that had cloth pressed to it?

I purchased a raw Ike billed as struck through cloth. The seller was not a regular coin seller... more old photos/bottles/items. I rec'd the coin today, and it has a hardened glue type substance (clear) on it that at one point had cloth pressed to it. Since it sticks out from the coin, and can be flaked off with a knife, clearly not a strike through.
Waiting on a reply from the seller on my call for a refund of purchase price, shipping ($4.85 for Priority mail, but arrived in bubble mailer with $.60 postage), and return shipping. Perhaps the seller will choose to use the Ike as part of the payment and save the $.60 return shipping I asked for.
