Are Cameo/Deep Cameo designations tougher to come by now?

My last results on a modern submission were more disappointing than usual in regards to the CAM/DC designation and I have heard others complaining about it as well.

For example, this 1969-S Kennedy.

My pictures aren't that great, there is some weakness of the frost on the United showing in the picture, but it isn't as bad in person and is more a lighting issue in the picture.

I was wondering what comments you might have about this issue lately?

    Hard to tell from the scan. There may be some breaks in the cameo.

    I do not believe the cameo/deep cameo standard has changed at all.
