Big Tony, it might just be the images, but it looks more like a cleaned business strke than a Proof to me.

BTW- Looks just like bad directional lighting. Hard to tell what condition it is in from the photos.

the rounded off numerals in the date make me think business strike, but the pics aren't that great.
