What does "FS" mean in a Roosie dime's PCGS grade?

I know well that Roosevelt dimes can be graded "FB" for full band. But Teletrade has three, with consecutive serial numbers that have an "FS" as part of their grade. Here is an example graded MS66FS. I am drawing a blank...so what does the "FS" mean?

For what it's worth, I put the cert number in the PCGS verification and it came up with an "FS" as part of the grade. I presume that PCGS meant to add FB. It would be interesting to put the cert number in a registry set and see if the coin is "worth" FB points. But I don't feel like conducting that "experiment;" I'd rather just go look at some of my coins!

Are the FB's on a Roosevelt basically the same type requirement as on a Merc?
