need clarification

Does a star need to have smr value above 500, or are do stars regardless of smr value, cost 15.00 to grade? Yea, I know 12.00 with the special. Ie. 1973 topps hank aaron, pete rose, 197x nolan ryan etc..? I have some satrs I want graded but they are mid-grade at best. (5-7).

    It helps, specifically I have 60's "stars" that are going to grade 5/6, Do I need to pay 8 price for 5/6 grade? , And what about 70's. Do I have to pay 15.00 for 1976 schmidt,ryan,rose, etc?
