Help Identifying Vatican/Pope Coin ?

My Mother brought this back to me from her trip to Italy back in the 70's. Said she got it at a shop close to the Vatican. It appears to be Gold and has a frosted prooflike appearance. It's the same size as a dime. I sent it to ANACS some time back with some other coins for slabbing and they sent it back unslabbed. I think they said it was either a medal or a token (I really don't remember what they said).
