Complete Modern Commemoratives Set?

Why doesn't PCGS start a Complete Modern Commemoratives Set consisting of both the proof and uncirculated coins?

NGC has the complete Complete Modern Commemoratives Set in their registry.

Also, why do the specialty sets in the commemoratives section end with the 1997 Jackie Robinson set. It should also include the 2000 Library of Congress set; 2001 Capitol Visitor Center set; 2002 Salt Lake City Olympics set and the 2003 First Flight set.

    I did, no reply.
    I emailed BJ @ PCGS and it is supposed to be brought up at the next PCGS Set Registry meeting.
