Ted Williams 2004 Fleer Legacy Autographed Balls

Just wondering if anyone knows the story behind this product. Obviously, Fleer did not have Ted sign these (if so, it wasn't anytime recent). Did Fleer obtain these 99 balls on the open market and then simply attested to their authenticity?
