Slab it, Flip it, Rub it down?

Pulled this one out of a roll. Just wondering if I should send it in? Any ideas as to what that "extra metal" is in the middle of the torch? And what that "gunk" is on the OBV? Thanks!

Looks like a die chip on the reverse... the obverse is FDR crying because the reverse is screwed up image

Looks pretty nice. The lies on the obverse appear to be die polish lines. If they are hairlines from cleaning, then flip it. The gunk is probably from being in a roll for all them years. The metal on the torch appears to be a die chip.

I agree with the die chip theory, as for the Obverse... Granted the black gung is not IN the metal, if it is, then I would say a bad mixture of metal or the layers splitting.

Otherwise...just some gunk on the face.
