i dunno. i was thinking about possible contenders as i typed that last post. '88 donruss baseball has to be up there too, but your pro set football selection is a good choice as well. i think this burning hobby issue may need its own thread.
Uh huh. This reminds me of a coin company in Littleton, NH, or there was when I was a kid. They sold "guaranteed unsearched" bags of wheat pennies or buffalo nickels or mercury dimes, whatever. Even at the tender age of 12 I was skeptical -- and I still am -- that anybody would NOT search through a bag or box of coins or cards before selling them in bulk.
With cards it usually translates to mean: "1,000 commons and minor stars, with a few off-center stars to make it look legit."
Of course, with this set it may not matter much whether the stars were left in or not.

A good rule of thumb for telling if a set was overproduced
is when you have to pay more for shipping than for the cards themselves.
There must be hundreds of sets that qualify,
but I still enjoy looking at the cards from those cheap sets, even if they have no real value.
